Imagine an item thats 50,000 value you can not sell it anywhere in the game.... and it gives you +1 to a single attribute just for carrying it in your pack? Multiples obviously would not stack, but you could have +1 to each attribute in your pack if you were willing to drop 300k extra each death =)

Great idea. I'm not sure +1 attribute points is too useful, though. It should atleast be +5, if not more, and it probably wouldn't hurt if you could get them for skills and health. They should be PK equip only.
It is would be important that the items drop based on value and not just automatically. This way, people with several would not always drop all of their bonus items. That could cause them all to eventually end up on a few people at a time, and they would just continually shift in a large group from person to person instead of being distributed amongst a lot of people.
I don't know how this would work out, though. If you did a quest to get them, even if it was just for one per person, the game would be flooded in them. They could drop rarely from monsters, but again, over time there would be lots of them all over.
Obviously, the point of being unable to sell them is so that people are always dropping them as trophies for PvP, but then most people would always have atleast one, which would probably defeat the purpose.
Instead, it is possible that when such an item was introduced, every level 126 character could be given a random bonus item. This way, they wouldn't be all over mules, and they would be distributed amongst people more likely to PK/PKL at SOME point. There would also be a pretty much perfect number of the items around so that not everyone would have a bonus item once they were circulating, and some people would manage to have a few.
At any time, you could get an item off a particular monster that could be combined with any bonus item to change the skill or attribute it gives a bonus to, sort of like with sunstone gauntlets or the harbinger quest. This way, they would always be changing, they could be easily made beneficial to you if you keep a few items around to alter the bonus, and people might trade for the items for their skills and attributes.
This woud probably work out well, but if it were the case, any unlooted bonus item on a person's corpse that decays should just drop on the ground and never decay. There would be a limited number of them, so you don't want them disappearing. Eventually, someone would find it. If that is not possible or not such a good idea for whatever reason, the items could also automatically transfer from the person who died to the person who killed them. Maybe they could be stored in some special pack or space so that you can always carry them if you are full?

shen shields are no give and they only drop on death.
this means u mule them buy killing yourself and looting the corpse with a mule.

That's why you make them non-givable and droppable (except on death) like I said. :D
