Lots of people go around and kill stuff and don't loot, for example, when they are exp hunting, questing, etc. I'm willing to say at least half of killed creatures ingame AREN'T looted at all.
For this reason, it may be a long time before one of these rares is found. There needs to be a special message when you a creature and it drops a rare. If not, rares will be even rarer than they seem.

I say perfect...reward those that do hunt and loot.

Well, they are talking about odds, here. The odds will be that only one such item will be looted across all worlds in a month.
If, for example, 5 out of 10 corpses go unlooted then the number of items generated will need to take that into account. That means that, on average, several of a particular rare will be generated so that 1 is actually looted per month.

They forgot to say that the rares will require 400 base missle, 500 base melee D, 400 base magic D, 500 base lore, rank 12, must be Empyrean requirement to activate. .
j/k :)
Rares will be very rare, but wont do much for the average player. Sure they have the same odds of finding one, however the "average" player plays less than 10 hrs a week at most. That significantly incerases the odds that a UCM or hardcore player will find the item. It wont affect me either way. I can buff whatever I need, however I need, Someone will just have a nice item to trade, use or, god forbid, sell for RL cash. I hope that the item becomes attuned on pickup so it cannot be sold, traded, given or activated by anyone other than the looter. Imagine the reserve on such an item as depicted on the Warcry site:) 1,000,000,000 reserve, plats =.01 Good Luck!
I don't see this being a huge success anyway. Some folks liked the idea of one per server items from the old days, i.e nexxus Armor, BZ helm, etc.. However, a significant number of folks didnt like that they were excluded because they have a job or whatever and couldnt play during the time the quest went live. I havent seen an item such as this since 2000. I would imagine rares will eventually become higher drop due to player demand and disatisfaction.
I'm sure a lot of folks would disagree with that, but that's my 2 pyreal.
