or just dont like it and uninstall it... can we continue to play AC:DM the way it is?

Will probably just be like how they did DM, the expansion wasn't a new client. Just a CD key that flagged your player as able to access the new stuff. So if you don't buy, you don't get the new stuff. If you do buy it, and don't like it. Tough luck, you're still flagged.
Now before I get any flames for this, I know that there's going to be some changes on the graphics front, possibly even the GUI. This may lead to a different client for the expansion. Which is actually more plausible now that they're migrating away from the zone and to their own billing system. So if you don't like the expansion, and you uinstall you'll go back to the old graphics and such. As far as features like the new levels, rares, access to the new islands, etc... I don't know, these may remain even after you uninstall because you would still be "flagged" for the expansion.
I may be totally wrong, but this is my thought on things. Only thing I'm 100% sure on is how the DM expansion worked. It was just a flag for the same client.

If they do it like Dark magesty:
You wont have access to most of the content like new worlds, races etc...
Not sure about the rares. But maybe that will be based on expansion too so only those who are willing to upgrade can get them. That would be cool.

JUST BUY THE GAME.
you played this gmae for how many years?
you like this game? just keep it why would you uninstall it? doesn't make sense
and yes rares are for expansion only, the elder game thats' comming after the expansion, is for people who bought it.
the new island they're making, new Race, the 40 new quests. the new graphics, while you'll get a boost if you have the orignal , it still won't look as good as somebody with the expansion
why wouldn't you just buy it though, that's what i can't figure out?

Until all of the details of the XP pack are known there are a couple of valid reasons for not buying the expansion:
1. Your level cap will remain at 126, you will be able to swear to any 126+ toon regardless of how high your 'actual' level is.
2. Your level cap will remain at 126, you won't suffer the xp reduction for fighting a level 160 critter that a level 200 will.
Of course there is plenty of time for the devs to address these concerns. For myself, I"m getting the expansion even if the above two items don't get addressed.
I'd guess that as soon as you upgrade your account to AC:ToD there is no going back. Currently on my system there is only an option to Uninstall Microsoft's Asheron Call. Not separate options for both AC and AC:DM.
Probably if you were to uninstall AC and then reinstall only AC:DM and not AC:ToD the game would see that your account was flagged and d/l all the content you needed.

On point one, that is true if the other person also hasn't purchased the expansion pack. The second point, I'm willing to bet we'll see new monsters with higher levels.

The coding will already be in/on the servers for the expansion pack to be viable, just because u dont buy the game doesnt mean that it wont recognize ur toon as being higher than 126. Keep in mind that Turbine has ur toon data on THEIR servers.
Then again I might be wrong, but that wouldnt make sense....

My 12 accounts x the £20 it usually costs me for an expansion here in the UK is £240 or x1.79 = $429.60.
Not much argument really is there?

At TN, we were specifically told that only x-pack buyers would see their toons go over 126. Of course, we're months and months away from delivery, so that could change, but right now, that's the party line. :)
