are they for slots on account or just the characters you have evisting on account. what im trying to say is if you delete a toon after you get the gems will the new character you make in that slot get the gem back?

Yes.
Any future char you make will also get the gems on creation.

Yeah. It is an account flag. You can even give your gem to a town crier and you will get another one next time when you log on. Assuming there is space in your main pack for it.

The subject was beaten to death a long time ago. Trying to find the references is just very difficult. IBN will post on a thread, then provde additional post each with a little more information and then later on there is no easy way to find all the relevant posts. Instead I wish IBN would create an entry in a question and answer database and then link that answer to a thread.
That way I could just point to the information instead of trying to assure you that Turbine has considered all the possibilities. As to whether the implementation is 100% rock solid when the expansion comes out. I have no idea. We will get to test and find out.

You'd think there'd be a ToD FAQ webpage linked via Turbine:AC's frontpage where ToD is advertised...
at least that's where it'd make some sense. Even here.
I don't know how hard it'd be for Ibn to have a continually updated FAQ thread or webpage.

There's info here in threads, out on fan sites, some on the homepage, etc. Information is all over the place. If it weren't for people posting information that was previously said, I don't see how players could find half the answers that have been posted by Turbine, nor the content.
Do these forums update you on ingame live events that are going on? Nope, but acvault does. Does this place have a central location of information reguarding the xpack? Nope, but I think ACvault does, or at least a much better setup for it.
Turbine should have a one-stop place to access all that Turbine is doing concerning AC, and they clearly don't.

There are times when I just get tired of trying to find information that IBN has posted. I glad some other folks like you who will actually take the time to dig it out. I shouldn't have to do it and neither should you.
The information should be posted on a page that is part of the information for the Throne of Destiny expansion. Then it should be linked to the the thread that is asking for information. Then folks can go look make comments. IBN can update the page and put a post saying - Does this help?
This post is basicallly your comments in my own words. Any time it takes a bunch of time and / or a skilled search engine operator to find stuff --> This is not right.
A little care, planning and time up front would lead to a less work on part of the whole community --> IBN and the rest of the community and lot more happiness on everybodies part.
How hard is it to organize Throne of Destiny answers like this:

A: You will recieve the gems on all your current chars, any new chars you make, and if you delete the char or give the gems to a town cryer you will get the gems again when you remake a new char or next time you log in. If you don't have any pack spaces open you will recieve the gems when you make room and relog in.

AC information is scattered enough that creating my own web site to deal with the inability to find stuff on Turbine's web site does not appeal to me. We do not yet another place to go.
The thought of providing a central place for questions and answers has merit. I just started working on the Vault Network. I will ask a couple of the more experienced and knowledgment staff members. Maybe something can be worked out on the Vault...

Ever time I answer someone's question with a link to a thread from Turbine I question Turbine's ability to sell the XPack.
How's someone suppose to find all the answers to their questions when they have to dig throuh hundreds of threads and posts? It's time consuming and tedious for new, existing, and old players. Truly a horrible situation atm.
Without too much trouble, a system could get set up to accomodate this FAQ.
ToD FAQ
- Release Date
- Sys Req
- Graphics
- Augmentation Gems
- Skill Credits
- Leveling
- Allegiance System
- Decal
- etc.
Make a fair amount of categories.
Go through the Dev Post history for the past year or two.
Add posts (Question + Answer) to appropriate categories.
Clean up Questions and Answers per category.
Whenever a dev answers a question, and is appropriate for a category, they add it to the update sheet.
Once or twice a week the ToD FAQ gets updated with the new info from the "update sheet" that was used throughout the week.
Is this harder than what I'm proposing?
Fact is, this should be done for _all_ facets of AC, not just ToD. PvP FAQ site and General FAQ site.

Is this true?? What about passing up exp?
A: Yes, It is true you will be ble to swear any level char to any level char.
So you could swear a level 126 (or higher) to a level 1.
BUT!
You will not passup exp to the level 1 patron untill he passes you in level.
example:
BEFORE ToD is released. I have a level 202 mage, i will swear him to my wifes level 155 char.
after ToD comes out i will continue to passup exp to her char.
unless i break from her and reswear after ToD.. then i would still be able to swear to her.. but not
passup exp.
AFTER ToD
You can swear a level 80 to a level 60, you will not passup exp. untill the patron (lvl60) passes
the vassal (lvl80). So the patron power levels to lvl 81, and his vassal is still lvl 80. He then
starts passing up exp.
So if you have chars over level 126 now, make sure they are under who you want them under
to passup exp before ToD is released.
