does this mean the API for Decal is coming or is it unfinished but left in?

If it's in, what exactly does this mean?

Hopefully, it means Decal won't break after each update and that Turbine can control what gets exposed to Decal and what doesn't; making plug-Ins less "helpful" in PvP.

not sure if i much care for PvP as i am not red or pink but i did notice that in game you can bring up a UI window i think the command was defualt as shift+F1 not 100% if that is it but check the defualt settings.

those are for the new help system, they are not for the API.
