i know that uac > staff > dagger with 100 to both stats, however the real questions i need to know are these.
which outperforms whom under these circumstances
1) Uac 100 Str vs Staff 100 Str
2) Uac 10 Str/Coord vs Dagger 100 Coord
3) using max varienced weapons
4) fully xped later in the 180's eg.
(Uac 290Str/200 Coord vs Staff 290 Str/200 Coord, and Uac 200 Str/200 Coord vs Dagger 290 Coord/200 Quick)
if uac still outperforms staff with the same starting strength, would it still prevail with Uac 200 Str/200 Coord vs 290 Staff/200 Coord?
thinking of later on game content and combinations of stats and trained melee defense

I've been wondering this for a long time and am sorry that I don't have an answer.
I would think that UA would be better in almost all cases as when UA has 100/100 inates it does 99% the damage of sword while the others are quite lower.
I think
1) UA for sure because the 200 coord helps damage and it would already be equal to staff with 10 coord.
2) well dagger might pull ahead here but I'm not sure. If you went 100 coord on the ua they would probably be closer
UA is also a better racial choice because it has access to all damage types and the best animations. UA swings faster, has better sticky melee(pk), and no animation to switch weapons.

I think the questions are not quite right set.
Lets forget about focus and self here.
1) UA and Staff uses the same attributes: str and cord. Meaning if you want to be strong on either you need 100 str and 100 coord from start. Leaving one "100" option for either endu or quick.
Endu or quick? Endu gives you very high healt and regeneration. Helps alot when you dont evade mobs. On the other hand quick gives you high melee and missile defences = you dont need to regen if you evade ...
The main difference between the two weapons is that UA is faster, but staff hits harder (according to my tests). Staff is also very good against "blud" mobs, e.g. Olthoi, because a blud rend staff is actually a quite good weapon!
2) Dagger on the other hand is a totaly different philosophy. Dagger uses coord+quick! No need to "spend" on str. The combo endu 100, cord 100, quick 100, has all you need for a tank: maximizes dagger skill, maximizes melee and missile defences, maximizes health and regeneration, and maximizes run (to get fast out if gets hot).
Dagger is a very fast weapon, and that is it strength, but is very weak on "blud" monsters.
Is there any other aspects on str 100 (UA/Staff) and str 10 (Dagger)? YES. As said endu 100 maximizes regeneration, but str again maximizes resistances (e.g. drain). So, UA and staff get maximized resistances for "free", while dagger probably will choose str 10.
Confused?
Resistance = str
Regen / health = endu
Defences = coord + quick
You can pick 3 of 4 of the above to be 100:
Staff and UA needs str+coord, 3rd option is endu or quick.
Dagger needs coord+quick, 3rd option endu or str (which I think is a waste on dagger, in spite of resistances).
Conclusion
Like always its not only a question about which weapon hits harder, there will always be situations where you must defend yourself and/or resist drains and melee attacks. The different racial weapon "maximized" toons are different in this aspect.
Unfortunately all the racial weapons are weak compared to the "real" melee weapons like Sword, Axe, Mace, and Bow. But this is as designed. Turbine dont want to give an uber weapon skill for "free".
