Lag Minefield

I have no idea what's going on, but ever since the "Server Upgrades," I have had massive lag spikes in game, numerous boots from the server altogether, and if I'm lucky the vials will fill up in under 2 minutes to get in game. First of all, what is going on? And how are "new players" expected to buy the game online, which current players are having a hard time playing in the first place due to server connectivity?
