Well after trying to contact urgent assistance for 4 hours i guess i would rather post here.
the issue is the following: I have a breastplate that needs low arcane and average missile to activate. As my toon doesnt have missile trained I use a rare to activate it and it works fine since the major on it is casted on my toon.
The bug is the following, once the item IDed it still shows at full mana, even when activated, the mana still decreases since after a few hours it is depleted of mana and the major disactivated.
If i try to pop a mana stone on my toon it will charge every item but the brestplate. Note again that the breastplate IS activated but the id panel shows it at full mana (sorry for repeating myself).
Finally I have several toons with which i use rares to activate armor pieces, one toon doesnt have either missile or melee or arcane , and, the items being activated a recharged periodically I never had any issue.
I tried loging out and relogging several times it changes nothing. That issue is recent 3-4 days maximum, be4 that the armor piece worked normaly.
