It really seems of late, that the couple of low-population servers are getting into little groups of friends, and emmigrating to the larger servers. Im hearing it from a lot of "new" people, more than ever before.
If a server did completely move, on it's own, without an official merger, it would most likely be Verdantine that first completes this.
I would really like to suggest that if Verdantine becomes a "Ghost Town," you remove the restriction of UCM bans from that one server alone.
I am aware that some time ago there was an AC vote on whether or not UCMing should be allowed. Yes, the non-UCM voters won, by far.... However, If you had a vote for whether all servers should be White or Red only, the White votes would win, and we would have no PvP world. Having a vote was a great idea, but perhaps the ballot asked the wrong question.
Legalized UCMing on EVERY server would be a terrible idea, as would PK ONLY on EVERY server. Legalized UCMing on ONE server, would be just as great an idea as PK ONLY on one server.
Maybe youre asking "What would this solve?"
1) AC has relatively low population, thus most people don't want to see anyone perma banned for UCMing, and I'm sure you share this hesitance to give the boot. If Verdantine was a UCM server, you would only need to ban people from everywhere but Verdantine, if banned for UCMing.
2) The /notell on command allows people to go to sleep with combat macros running, and only be woken up by alerts when an envoy sends them a message (a very rare occurence) and thus they lose no beauty sleep from regular players triggering their alerts.
You could take away the /notell on command and people would be woken up relentlessly while UCMing, enough to where they can't stand to UCM while sleeping, or to where they are so used to the alert that they sleep through it like an alarm clock. If you did this right now you'd lose a huge chunk of population. If Verdantine was UCM legal and there wasn't a /notell on command, people would move to Verdantine by force, or for their love of macroing.
What have we learned? Just because the majority doesn't want things a certain way, doesn't mean there is no place for the minority's preference.

The biggest/oldest issue in AC could be finally solved with TWO ACTIONS:
1) Allow UCMing on ONE server 2) Remove the "/notell on" command
