That sounds like a cool way to go also. Thinking about it, I like how your idea would work.
The only thing I might change would be the off-hand weapon to take on the APEARANCE of the primary weapon. It could otherwise act like any other loot weapon, with random stats, damage, damage type, etc...
i.e.
"Amber Mirror Fire Weapon"
"Brass Mirror Slash Weapon"
They would need to be tinkered up, etc. So like you said, twice the equipment effort, twice the xp (2nd attack skill to improve, buff, etc).
But if the new skill is available to all 1H weapon types, I think it would be so much cooler if the VISUAL effect is:
Axer gets to fight with two Frost Hammers
Dagger gets fo fight with two Fire Daggers
UA gets to fight with two slashing claws
and so on...
The 2nd weapon would be the VISUAL twin of the primary weapon, but would have the stats and reduced damage of the new Mirror loot weapons.
